Vilnius, the capital of Lithuania, is one of the most frequently visited cities of Eastern Europe. It draws attention, not only because of its unique architectural character, but also by its cultural events and attractions.

During the first ten years of independence the city has become a tourist attraction center. It is, therefore, not surprising that during these ten years the number of tourists has consistently increased and at the same time tourist infrastructure and services have been developed.

Vilnius, as the capital of Lithuania, is the home of the President, the Seimas, the Government and the Supreme Court. Diplomatic missions, educational, cultural, financial, research, and healthcare institutions are based here.

KEYNOTE SPEAKERS

 


Prof. Toma Birmontiene, Mykolas Romeris University, Lithuania

Toma Birmontiene is a professor at Mykolas Romeris University teaching, constitutional law, comparative constitutional law, and other topics for many years. In i979 she graduated  cum laude ( Master of Law) from Faculty of Law, Vilnius university. In January1989 she acquired PhD in law in M. Lomonosov Moscow  State University. She is co-author of many scientific studies and textbooks  and author of many articles on different subjects  of constitutional law,  human rights law and health law. Professor Birmontienė has held a number of visiting lectureships at various European universities, prepared different study programmes, extensively published on numerous issues of human rightswomen’s rights, the guarantees of social rights, as well as on the issues of compatibility between international and national law.In 2005–2014 she delivered presentations in a number of international conferences on constitutional law organized by European Constitutional Courts (Tribunals). From 1997 till 2011 she was member of Editorial Board of the European Journal of Health Law. Since 2011 she is a chairperson of the Editorial Board of the bulletin of the Constitutional Court of the Republic of Lithuania “Konstitucinėjuriprudencija”.

Professor Birmontienė possesses considerable judicial experience. She served a nine-year tenure as a justice of the Constitutional Court of the Republic of Lithuania (03 2005–03 2014).In the position of a justice of the Constitutional Court.

Following the restoration of the statehood of the Republic of Lithuania, Professor Toma Birmontienė extensively dealt with the questions of legal reform and human rights while working in different positions.From July 2004 – March 2005, she was an adviser to the President of the Republic of Lithuania, Head of the Legal Department of the Office of the President of the Republic.  In 1995–2004, as the Director of the Lithuanian Centre for Human Rights, she tackled the problems of human rights during the transitional period and the period of accession to the European Union.

Professor Birmontienė held various positions at different organizations. From 2003 till 2004, she was  a member of the Lithuanian Science Awards Commission. In 1998–2003, working as a member of the International Commission for the Evaluation of the Crimes of the Nazi and Soviet Occupation Regimes in Lithuania. In addition, she was a member of the working group formed for the analysis on lustration. From 1997 till 2001 she was a Vice-chairperson of the Lithuanian Lawyers’ Association,in 1994, the executive secretary of the Lithuanian Lawyers’ Association.

Professor Birmontienė was engaged in drafting various Lithuanian legal acts concerning the right of access to information, the right to petition, referendum. She actively participated in establishing the legal framework of and a new approach to Lithuanian health law and contributed to consolidating the priority of the principle of human rights in the field of healthcare. She worked as a drafter of the national laws on the patients’ rights biomedical research, mental health care and other.
